Members of the public and other interest parties are invited to make inputs and comments on the Draft Amended Transport Sector Code which was gazetted in terms of Section 9 (5) of the Broad Based Black Economic Empowerment (B-BBEE) Act 53 of 2003 as amended by B-BBEE Act 46 of 2013.
The transport sector code which is one of the biggest sector codes and consists of eight sub-sector codes was gazetted for a 60-day public commentary period by the Minister of Trade and Industry, Dr Rob Davies. The closing date for the commentary period is 8 June 2016. The eight sub-sector codes include aviation, bus commuter and coach services, forward and clearing, maritime, public sector, road freight, rail, and taxi.
Minister Davies says key highlights of the Draft Amended Transport Sector Code include a requirement for the measured entities to achieve at least 10% black pilots representation and 30% black technicians representation in the aviation industry.
“This is done to address the current limited representation of black people within pilots and technicians professions”, states Davies.
Minister Davies adds that both the maritime and rail sub-sector codes introduced an indicator to measure representation of black youth in technical and/or professional positions in the maritime and rail industries.
“The target is at least 10% which would increase the number of youth in technical and/or professional positions in the two industries. Furthermore, a target of 35% black ownership has been set by the bus commuter and coach services sub-sector code to increase the level of black ownership in the sector bus commuter and coach services industry. The 35% back ownership target is higher than the 25% ownership target of the Generic Codes”, highlights Minister Davies.
Davies further states that in order to empower people living with disabilities in the rail industry, the rail sub-sector code set a target of 3% ownership for Black people living with disabilities.
“In order to encourage broad participation, the rail sub-sector code has set an ownership target of 15% for the involvement of New Black Entrants. New Black Entrants are defined as black participants who have not held equity instruments in other entities which have a total value of R50 million”, indicates Minister Davies.
